Why the consultant must be registered
Every project submitted for a building permit in Dubai must be signed off by a registered, classified engineering consultancy. Dubai Law No. 14 of 2025 regulates engineering consultancy across the emirate, with fines of up to AED 100,000 for violations.
Dubai Municipality grades consultancies by the size and complexity of projects they can handle. The engineers who sign drawings also pass the Dubai Engineering Qualification System (DEQS) assessment. Drawings from an unregistered consultant can be rejected, which means redesign, delay and extra cost.
How to check an engineering consultant in Dubai
- Registration and grade. Confirm the firm is on Dubai Municipality's consultants register and classified for your project type and size.
- Accredited engineers. Ask whether the engineers named on your project are individually accredited through DEQS.
- Approved submissions. Ask for examples of approved submissions for projects similar to yours.

Yes. Building permits in Dubai are issued on drawings signed by a consultancy registered with Dubai Municipality. That applies to new buildings, extensions and most structural renovations.
Which approvals does an engineering consultant handle?
Usually the Dubai Municipality building permit, Civil Defence and DEWA. Depending on location, the project may also need Trakhees approval or an NOC from the community or master developer. We confirm the list at the start.
